In 1957, a group of 20 World War II and Korean War veterans began laying the groundwork to establish the current Richmond Navy League Council. The Richmond Council was established on January 21, 1958 when the Navy League of the United States Council charter was presented to Alex W. Parker and Judge Moscoe Huntley, Co-Presidents of the Richmond Council by Richmond Council by RADM F. Massey Hughes, Commandant Fifth Naval District at a ceremony held at the Jefferson Hotel in in Richmond.

The Council has two adopted Navy ships: USS Samuel L. Gravely, Jr. (DDG-107) and USS CARTER HALL (LSD-50), two Coast Guard cutters USCGC Northland (WMEC-904) and USCGC Spencer (WMEC-905) and F-18 Strike Fighter Squadron Blacklions VFA-213 assigned to the USS Gerald R. Ford CVN-78. In 2025, The Council provided $8,804 in Morale, Welfare and Recreation funds to support our Adopted Ships and Supported Units.
The Council also supports the following sea service units in the Richmond area: Naval Reserve Center Richmond, Richmond Naval Talent Acquisition Group (NTAG-Recruiting), Marines Corps Recruiting, Coast Guard Recruiting and the Military Sealift Command.
The Council established the America Division Sea Cadets program in 1968. The typical participation has been 25 to 35 cadets per year. In 2025, the Council donated $5,000 to support for America Division programs.
The Richmond Council has sponsored a Golf Fund Raiser since 1991 to support the services and activities of the Council. In recent years approximately 70 to 80 players have participated, generating a net of $9,000 to $12,000 to support the Council's work.
The Richmond Council publishes The Lucky Bag, a monthly 8-12 page newsletter for its members.
The Council supports 9 Richmond area Junior Reserve Officer Training Corps programs (5 Navy and 4 Marine Corps). In recent years 700 to 900 cadets per year have participated. In 2025, the Richmond Council donated $1,600 to support the JROTC units.
